BMO Financial Group Senior Manager Application Development Compliance in Toronto, Ontario


The candidate will be responsible for leading and managing a team of business analysts and technology specialists, that support and deliver technology solutions for 1st and 2nd line Compliance (CM, PCD, IL, GAM). As a senior member of the Lead Technology Officer’s (LTO) leadership team the candidate is accountable for managing the analysis, design, development, implementation and support of Compliance applications ensuring alignment with the business and enterprise strategies.


  • Accountable for the on-time, on-budget completion of project deliverables, adhering to standards such as Capability Maturity Model Integration (CMMI), International Organization for Standardization (ISO), and Information Technology Infrastructure Library (ITIL).

  • Diverse aspects for the role, including Business partner relationship management, solution strategy and implementation, project financials, risk management and people management.

  • Identify opportunities and provides recommendations by communicating complex technical strategies and design to senior management. For example, this may involve creating a common framework or enforcing business rules dynamically using a database driven approach, or changing an application from client server to a web based application, which ultimately will contribute to improved efficiency, cost reduction, application stability, accessibility, etc.

  • Provide solutions to complex technical issues to ensure the optimal solution is recommended.

  • Take a consultative approach with strong relationship building ability, coordination, and strategy development.

  • Manage a team of technical specialists, business analysts and quality assurance testers

  • Provide leadership to the team which includes structuring the team, holding regular one on one meetings, setting context, building development plans, providing regular feedback on performance, mentoring, and coaching, in order to create and maintain high performing teams

  • Partner with business leadership to plan, develop, and implement technology and systems that align with overarching business goals.

  • Execute all projects to success through diligent planning, attention to detail, effective delegation and efficient decision-making. Manage deliverables to budget and time.

  • Identify opportunities and provides recommendations to senior management, executives and business partners. This may involve creating a common framework or introducing new technologies, which ultimately contributes to improved efficiency, cost reduction, application stability, accessibility, security etc

  • Oversee the completion of project deliverables by providing appropriate approvals, guidance, and resources for the development teams. This helps ensure optimal quality of the applications while delivering a solution that is aligned with the business strategy.

  • Provide solutions to complex technical issues to ensure the optimal solution is recommended to the Lead Technology Officer and business partners and communicates complex technical strategies and design to senior management, executives, and business partners to gain their support and/or approval of the recommended approach

  • Prioritise and optimizes the team’s activities for multiple initiatives of varying complexity in order to meet business partner demands and priorities while maintaining defined Service Level Agreements (SLAs) and technical stewardship over the applications.

  • Participate in the creation of the RFPs and recommendations for vendor applications and technology partnerships in support of the business goals

  • Liaise with third party vendors on contract negotiations and understands and validates the vendor technical architectures to ensure they are aligned with the Enterprise standards and are well understood by employees and have the necessary approvals from governing bodies within the Enterprise

  • Provide project governance for initiatives, and interacts and collaborates with team members and other departments when appropriate, to define accountabilities, communicate the status of work items, and discuss barriers to the delivery of work

  • Collaborate with Account Managers in creating, managing, and overseeing the investment plan and manages financials to ensure that they fall within the approved fiscal year plan



  • Demonstrates broad understanding and knowledge of technologies – including infrastructure, networking, application, and mobile.

  • Able to review, approve application design and development estimates.

  • Exhibits expert understanding of Software Development Life Cycle (SDLC), Quality Assurance requirements, and software development control and release procedures.

  • Demonstrates expert understanding of relevant and emerging technologies and industry directions.

  • Possesses expert project management experience.

  • Possesses extensive practical experience in application development and/or business partner solution delivery

  • Demonstrates expert knowledge of design and analysis methodology and application development processes from both an industry and BMO perspective

  • Prior knowledge of data integration techniques and systems is required

  • Hands-on implementation experience of Enterprise applications is required

  • 3-5 years of Capital Markets or Wealth Management domain experience and business knowledge


  • Possesses a university degree/college diploma in applied technologies and/or 10 years of experience working in state-of-the-art technology environments primarily in financial services

  • Experienced in leading development teams of FTEs on-shore/off-shore resources through the analysis, design, development, implementation and support of software applications.

  • Experienced in vendor management and software contract negotiations

  • Experience with Request for Proposals (RFP), developing contracts (Master Service Agreements), Service Level Agreements (SLA), and Statement of Work (SOW).

  • Experience with forecasting projects/ project financing.

  • Experienced in managing project financials, risk and people management.

  • Experience running systems and multi-million dollar projects.

  • Possesses expert communication skills, both written and verbal.

  • Demonstrates expert leadership/people management skills.

  • Ability to manage multiple projects high in complexity and of strategic importance.

  • Demonstrates advanced relationship management and coaching skills

  • Is able to translate broad, strategic intent into short term plans

  • Possesses an expert ability to manage multiple projects high in complexity and of strategic importance

  • Is capable of resolving diverse, complex, and ambiguous issues and situations

  • Is able to manage change
