The Business Unit Compliance & Controls Operating Group Lead serves as a key subject matter expert in ensuring Line of Business compliance with applicable regulatory requirements. This role guides Lines of Business to implement policies and procedures which support compliance. The Risk & Controls Operating Group Lead utilizes a solid understanding of Line of Business products, customers and operating environment to identify business and compliance implications of regulatory requirements in alignment with the Enterprise Compliance Risk Framework. The Risk & Controls Operating Group Lead coordinates the communication and implementation of changes to the GAM US Compliance Policy, Program and Procedures as needed to improve compliance, or as required by amendments to the regulations.
Line of Business (LOB)/ Partnership (50%)
Establish and maintain collaborative relationships with LOB management and develop knowledge of LOB products, operating environment, customers and trends.
Apply understanding of LOB operating environment and in-depth knowledge of regulatory requirements to determine implications of regulations on LOB policies, processes and procedures. Anticipate potential issues related to changes in the regulatory and/or operating environments.
Regularly interact with LOB staff regarding management issue tracking and initiatives. Represent GAM US in meetings and initiatives to boost compliance efforts/programs.
Advise LOB management on regulatory implications of new products and processes.
Report LOB compliance issues to the Business Unit Compliance & Control Manager and/or governance committees as deemed appropriate.
Operations Risk & Control Management (50%)
Ensure that requirements of the policies and programs are maintained at a level commensurate with regulatory expectations within the LOB and U.S. Compliance objectives.
Maintain oversight of GAM US regulatory policies and procedures for LOB entities to ensure appropriate governance and control.
Participate in the management of issues associated with LOB compliance activities. Serve as an escalation point for resolving regulatory policy and procedure issues.
Identify, compile and analyze key performance indicators that may identify trends and signal control breakdowns.
Continuously evaluate established regulatory procedures and processes within the LOB to determine effectiveness and identify areas for enhancement. Recommend enhancements to Business Unit Compliance & Controls Manager and LOB management.
Knowledge & Skills:
5 years regulatory or related Compliance or audit experience preferred
Knowledge of regulations
Bachelor’s Degree required
Understanding of the BMO Harris Bank’s business, processes and operations
Knowledge of the Bank’s approach to risk management including Audit, internal controls and/or similar oversight procedures preferred
Demonstrated ability to interpret and disseminate regulatory changes and their application to BMO Harris Bank
Demonstrated ability to analyze applicable regulatory risks and apply understanding to development of policies and processes
Demonstrated ability to examine the work of others to oversee compliance
Ability to work independently, prioritize workload and meet deadlines
Strong organizational and interpersonal skills
