BMO Financial Group Managing Director, Wealth PMO and Digitech Modernization, BMO Wealth Management in Chicago, Illinois

Oversees multiple, large, business and technology specific projects/ programs to enable the business to achieve their strategic objectives and priorities. These projects/programs are often highly complex and large-scale in nature, spanning multiple functions and lines of business and/or segments. Provides strategic partnership to senior business executives to assist them in achieving their business and technology strategic priorities while ensuring that the strategic needs of the organization are being Reporting into the Head of Wealth Digitech and dotted line reporting into the Chief Information Officer, Wealth Management, accountable for working closely with senior leaders within Wealth Management and key enterprise partners to identify and define interdependencies and linkages between the Enterprise Initiatives and the individual Group priorities essentially balancing the needs of the Group with the needs of the enterprise.

The Managing Director leads the development, implementation, sustainment and continuous improvement of an integrated change strategy and roadmap across Wealth Management to balance the needs of our customers, employees, and the business, and optimizes implementation effectiveness to ensure a standardized and consistent employee and customer experience. Leads the sustainment of behaviour change related to change management among Wealth Management executives and the development and monitoring of enterprise change implementation standards to ensure high quality change implementation and the integration, sequencing and pace of change initiatives aligned to the EPMO standards. Delivers business model and digital transformations, assists senior executives and business leaders on strategic plans, options and changes, focuses on profit, productivity and performance improvements across the business, ensuring integration, collaboration and implementation success. Assists in accelerating opportunities where business and/or projects/programs need a structured facilitation and initiation process to advance work and contribution. Provides oversight to ensure that projects and programs deliver value against the defined investment plan spend and in doing so, ensures projects and programs are delivered on time and on budget. Provides direct management to Digitech Modernization team and senior program and project management resources required to manage initiatives and related activities. Oversees, coordinates, monitors and optimizes all activities within their specified projects/programs to ensure effective and efficient execution, ensuring adherence to the EPMO standards for program delivery. In doing so, this role ensures independence and objectivity of program and project reporting and governance.

Key Accountabilities:

  • Strengthens the project and program management methodology, tracking and reporting across Wealth Management and acts as the lead in coordinating project management resources with Technology & Operations as well as with external consultants or vendors.

  • Works in collaboration of the EMPO and across the various PMOs to ensure consistency of project/ program management practices across the enterprise to enable the continued evolution of project management capability, balanced with domain expertise.

  • Works with the senior executive within Wealth Management to develop investment plan submissions and business cases and tracking the program results against commitments and reporting any issues to the senior executive leadership team.

  • Continuously fosters and grows a community of practice, and capability, under the advisement of the EPMO, ensuring a consistent and continuous upscaling of talent.

  • Works closely with the other PMOs and Technology teams to ensure resources are being effectively and efficiently aligned to initiatives across Wealth Management.

  • Collaborates with the Head of Wealth Digitech, CIO Wealth Management, COO and the Wealth Management senior executives in the timing of the Investment Plan activities to ensure project management resources are optimized across all initiatives to deliver the greatest business benefit.

  • Manages and executes business initiatives through the delivery of major programs and, supports the Accountable Executives in the realization of corresponding business benefits and customer impacts

  • Oversees the execution of projects from inception through implementation to achieve established project objectives and benefits, ensuring input and advice are obtained from all impacted areas and stakeholders as required and applying sound project management methodology, processes and practices in compliance with project and change management policies and standards for large, complex strategic projects.

  • Develops and leads an integrated approach for evaluating opportunities and for recommending prioritization of projects and modernization roadmaps for Wealth Management (digital prioritizations, project identification, resource allocation, business cases and ISO submissions) based on strategic context set by the senior leadership to optimize utilization of resources and ensuring alignment with other operating groups, to maximum value of overall investment spend.

  • Develops and provides information and recommendations on opportunities and mechanisms to enhance the interface within Wealth Management projects, between the business and technology functions

  • Develops and provides information and recommendations to drive consistent and quality application of project management and change management methodologies, standards, qualifications, tools and training

  • Develops and provides information and recommendations to identify and resource subject matter experts for projects

  • Advises the Head of Wealth Digitech, CIO Wealth Management and other senior executives relative to strategic priorities and trade-offs to address the achievement of long and short term business objectives with respect to their modernization roadmap and project activities

  • Ensures that enterprise opportunities to “build once and use many” are leveraged in project activities across all lines of business

  • Ensures project controls and reporting are established and adhered to for overall execution of projects, including schedule and resource management, cost management, performance reporting & benefits realization, and effectiveness of integration across projects (this includes contracting and procurement) to inform the Executive Leadership on the project effectiveness

  • Provides overall assessment and govern projects’ progress relative to the various project roadmaps

  • Leads the sustainment and evolution of a culture of collaboration that eliminates internal silos, forges continuous, strong relationships with Technology & Operations, Risk, Audit, Compliance, Legal and ensures seamless execution as one company for all projects and to implement an Agile way of working

  • Oversees the defining, planning, orchestrating, and delivering of assigned strategic projects/programs, including all business, operational and IT deliverables. Ensures cross-program coordination of activities, deliverables and benefits

  • Ensures end results are of the highest caliber with a clearly articulated scope and quantifiable business benefit. Provides effective challenge to business owner on viability of benefits in order to ensure the program is formulated with the highest likelihood of achieving the business vision and strategy. Ensures mechanisms to measure benefits are set up in projects/programs

  • With Program Managers, ensures regular program and key governance forums are facilitated (e.g. Steering Committees, Tollgates) to review progress with key constituents. Represents the interests of the projects/programs in various project governance and inter-department forums, including tollgate meetings. Coaches/advises Accountable Executives and Steering Committees on appropriate courses of action.

  • Sets and role models high standards and clear expectations; hold Senior Project Managers accountable; conduct thorough performance assessments; coach and provide candid feedback; differentiate performers and rewards

  • Sustains a culture that focuses on great customer experience and optimal employee experience

  • Coordinates with and leverages the capabilities to ensure optimal delivery of change arising from project activities

  • Leads the implementation of change strategies and plans across all elements of the Change Model to ensure the sustained delivery of the projected multi-year business benefits

  • Ensures project management activities adhere to corporate governance requirements/expectations (e.g. Policies and Procedures) and that new processes support regulatory requirements

  • Oversees project/ program budgets to ensures overall spend is managed within approved annual and multi-year budget allocations. Manages contingency funding in support of risk mitigation plans

  • Ensures program level monitoring and control is effectively implemented, including cross impacts between projects

  • Provides leadership and sets appropriate context and establish prescribed limits for direct reports, including setting an effective framework of policies and procedures for the work in the group.

  • Leads the establishment of a two-way working relationship with direct reports and their employees to solicit their views on the working environment, potential changes affecting their work, continuous improvement opportunities, and revisions to the plan.

  • Builds and sustains a team of direct reports who are capable of delivering the performance required for the group, including coaching and the creation and implementation of training and development plans that elevate employee effectiveness, build and sustain high performance.

  • Establishes and optimizes team integration by articulating the linkages between the accountabilities and authorities of different roles across the group and by establishing the context in which they will work collaboratively with one another.

  • Ensures the Bank’s performance management system is optimized with direct reports, including establishing goals and objectives, assessing skilled knowledge gaps, allocating resources to achieve objectives and close gaps, assessing personal effectiveness, and reviewing and recommending base and variable pay.

  • Ensures the effective implementation of Bank initiatives and programs through the establishment of appropriate context and setting of direction for direct reports by providing relevant information, establishing goals, and setting limits with the context and prescribed limits of the business head.

  • Drives a team culture of performance and One Bank/One Team approach, Instills environment of trust and shared success with the team, PMOs and the business

Qualifications:

  • University degree and/or related job experience. At least 10 to 12 years work experience preferably in a program management, strategic planning, operations management or product management role

  • Brings different tools, methodologies and best practices to bear on complex problems – including (but not exclusive to) Six Sigma, Lean, Agile, Project Management, Program Management, PMI Standards, Human Centred Design, Change Management, Critical Thinking, Analytics, etc.

  • Team leadership - people/team management experience

  • Excellent communication skills required, both written and verbal

  • Digital First mindset
